The Ontario Gaming Control Board regulates all casinos: those owned by the Ontario provincial government and those owned by First Nations. The first government casino opened May 17, 1994, in temporary facilities in Windsor. The second casino opened in 1995 as a First Nation Charitable Casino in Kenora. Since 1995 other government owned and First Nation casinos have opened in Niagara Falls, Orillia, and Port Perry. Because of the demand for gaming in Windsor, the government also added a dockside riverboat to its temporary casino in Windsor.
