"High-stakes" riverboat casino gaming became legal in 1989. It was seen as an important step to boost the sluggish economy of the region. The legislation initially restricted licensing to a maximum of 10 operators. Illinois law also restricts the total number of gaming positions to 1,200. The gaming positions can be on one vessel or split among two boats. Currently 10 gaming corporations operate 13 riverboats.
